Down force is generated by having the air below the wing generate less pressure than the air above the wing.

This down force makes the car stick better to the ground, thus offering more grip plus higher speeds and better handling in turns.

Wings not only produce down force but also drag. Thus wing angle is alwys a compromise between drag and down force.
